In een land waar we dicht op elkaar wonen, spreken we regels af om goed met elkaar samen te kunnen leven. Die regels komen na een zorgvuldig proces tot stand. Maar regels zijn alleen geloofwaardig als er ook naar gehandeld wordt en waar de overheid waar nodig optreedt.
