TILBURG - „Minderjarigen moeten op alle pleinen van de stad welkom zijn”, zegt burgemeester Theo Weterings. Je kunt ze niet buitensluiten met carnaval of Koningsdag in Tilburg. Toch gebeurde dat dit jaar. Hij belooft verandering. Maar ja, dat is makkelijker gezegd dan gedaan.
